Sort the problem into three groups first
Celery troubles fall into three groups and the response is completely different for each. Fungal and bacterial diseases spread from plant to plant and need removal and airflow. Insect pests chew, mine or hollow the plant and need a physical barrier or picking off. Disorders are the plant's own response to how you watered and fed it, and no spray touches them.
Get the group wrong and you waste a season. People spray for blackheart every year, and blackheart is not a disease at all.

Leaf spot is the disease that matters
Celery leaf spot shows as small brown or gray patches on the older leaves, each speckled with tiny black dots you can see with a hand lens. It spreads upwards through the plant in wet weather and in a bad year it takes the whole crop, leaving stalks that are edible but ugly and plants that stop growing.
The important thing about it is that it is carried on the seed. That means it can appear in a garden that has never grown celery before, and it means the single most effective control happens before you sow: use fresh commercial seed, which is normally hot-water treated, rather than seed you saved yourself from a flowering plant.
Once it is present, manage it rather than expect to eliminate it. Space plants so air moves between them, water the soil rather than the foliage, remove and bin affected leaves as soon as you see them, and never compost celery debris. Do not grow celery in the same ground two years running, and clear every scrap of the old crop in autumn.
Wet foliage overnight is what lets leaf spot establish. Watering in the morning rather than the evening costs nothing and removes most of that window.
The pests that go after stalks
Slugs and snails are the worst of them. The blanched, covered base of a celery plant is dark and permanently damp, which is exactly what they want, and they eat upwards inside the stalks so the plant looks fine until you cut it. Check under collars, at the base of earthed-up plants and in the mulch, and go out after dark in wet weather.
Celery leaf miner is the other regular visitor. The larvae tunnel between the upper and lower surfaces of a leaf, leaving pale winding trails that later turn brown and shrivel. A few tunnels do no real harm, so squash the larva inside the leaf between finger and thumb and remove badly mined leaves. Heavy infestations check growth, and a checked celery plant means stringy stalks later.
Root fly larvae attack the base and roots, leaving rusty brown tunnels and plants that wilt in sun despite wet soil. There is no cure once they are in. Fine mesh over the bed from planting is the only reliable answer, along with rotating away from the ground where they appeared.

Disorders: your watering, not a pathogen
Blackheart is the one that looks most like a disease and is not. The growing point in the center of the plant turns brown then black and dies, while the outer stalks carry on looking healthy. It is a calcium problem, but almost never a shortage of calcium in the soil. Calcium moves with water, so when the plant runs dry, or when a burst of hot weather makes the outer leaves pull all the moisture, the growing point at the center gets none and dies. Steady watering prevents it; there is nothing to spray.
Cracked stems, with brown streaks running lengthways and stalks that split when you bend them, point to boron shortage. This shows up most on soils that have been limed heavily, and on dry soils, because dry soil locks boron away even when it is present. Consistent moisture fixes most cases without any amendment.
Bolting is the third, and it is decided months before you see it. A run of ten days or more below 50F (10C) on a young plant with true leaves tells it that winter has passed, and when the days lengthen it flowers. A bolted plant sends a hard round stem up from the crown and the stalks go woody within a fortnight. Nothing reverses it. Cut what is still usable and note the date the cold snap happened, because that note is what stops it recurring.
Keep a short record of which plants show what, and where they were standing. Blackheart and rot cluster in the driest and the wettest parts of a bed respectively, and one season of positions on paper tells you more about your own ground than any general advice.
