Rule out the non-diseases first
The great majority of forsythia problems brought to any gardening forum are not pests or diseases at all. A shrub that grows strongly and flowers poorly has been pruned at the wrong time, is fed too much nitrogen, or does not get enough summer sun. A shrub with a bare woody base and a green surface has been clipped like a hedge for years. None of that is treatable with a spray, and reaching for one wastes a season.
Work through the simple explanations in order before looking for a pathogen. Is the plant in six hours of summer sun once the surrounding trees are in leaf? Was it cut in the months between midsummer and flowering? Is it beside a fed lawn? Does water stand around it after heavy rain? Four honest answers usually locate the problem.
The second largest category is winter and early spring weather. Formed flower buds can be browned by a hard freeze after they start to swell, or desiccated by cold drying wind, and the shrub then leafs out perfectly while giving almost no flowers. It looks alarming and needs no action beyond waiting for the next year.

Dieback and stem galls
Dieback shows as a stem that dies progressively from the tip down, with the bark darkening and the leaves on that stem wilting and staying attached. It gets in through wounds, and the usual wounds are string trimmer damage at the base, ragged cuts left by blunt shears, and pruning stubs left partway up a stem. The shrub's own vigor normally contains it as long as you remove affected wood promptly.
Cut a dying stem back to well below the visible damage, into wood that is clean and pale when you cut across it, and if that means taking the stem out at the crown, take it out at the crown. Clean the blades between cuts if you are working on obviously diseased wood. Do not leave the cut prunings lying at the base of the shrub.
Galls appear as rough, woody, knobbly swellings on stems, often on older wood, sometimes clustered. They are unsightly rather than fatal, and forsythia lives with them for years, but a heavily galled stem flowers poorly and is a reservoir. Since renewal pruning removes the oldest third of the stems each year anyway, prioritize the galled ones when choosing what to cut, and the problem stays contained without any special campaign.
There is no useful spray for either. The management is entirely mechanical: clean cuts, no stubs, prompt removal, and the annual renewal that keeps the shrub full of young wood in the first place.
Mildew, root rot and wet ground
Powdery mildew turns up as a white dusty coating on leaves in the second half of summer, worst on shrubs in still air, crowded against a wall or hemmed in by other planting. It is a late-season cosmetic problem on forsythia and does not threaten the plant, but heavy mildew reduces the leaf area that is meant to be ripening wood and setting flower buds, so it can cost you a little of next spring's display.
The fix is air, not chemistry. Thin the shrub properly after flowering so light and wind get into the middle, keep it three feet (0.9 m) off a wall or fence, and avoid pushing soft growth with nitrogen, which mildew prefers. A shrub given room and left unfed rarely gets it badly enough to matter.
Root rot in saturated ground is the one problem that actually kills forsythia. The signs are unspecific and easy to misread: weak growth, small yellowing leaves, dieback in several stems at once, all on a plant in soil that stays wet after rain. Dig a hole nearby after heavy rain and see how long it takes to drain. If water sits for more than a few hours, the shrub needs a better site or the ground needs opening up, and no amount of feeding or pruning will substitute.
Forsythia is toxic to nothing in the garden but is worth keeping clear of very wet ground and of the drip line of large trees. Those two positions account for most genuinely failing plants, and both are fixed by moving the shrub rather than by treating it.
Insects, and when to leave them alone
Forsythia is not a pest magnet. Aphids gather on soft new growth in spring, sometimes enough to curl the shoot tips and leave the leaves sticky, and are gone within weeks once predators find them. Leaf-chewing beetles and caterpillars take notches out of the foliage, and on a shrub that produces several feet of new growth a season the damage is invisible from ten feet away.
Scale insects show as small immobile brown or gray bumps along stems, sometimes with sooty mold growing on the honeydew below them. On a lightly infested plant, rubbing them off by hand and removing the worst stems during renewal pruning is enough. Heavy infestations are almost always found on old, congested shrubs that have not been renewed for years, which points back at the pruning routine rather than at the insect.
The general rule with this shrub is to intervene rarely. It grows too fast for most foliage damage to matter, and spraying a large flowering shrub costs the pollinators that visit it in early spring, when very little else is open and they most need it. Reserve action for scale on a valued plant and for anything that is killing whole stems.
What to record when something goes wrong
When you see a problem, note the date you first saw it, which part of the shrub it was on, and what the weather had been doing in the weeks before. Bud browning after a late freeze and bud loss from a badly timed autumn trim look identical in spring, and only the record of what happened beforehand separates them.
Note the date and severity of any dieback, and which stems you removed. If dieback returns in the same quarter of the shrub two years running, that points at a physical cause in that spot, such as string trimmer damage or a wet patch, rather than at general infection. Keep the flowering date and display quality alongside it, because the whole point of the record is being able to see, a year later, which of your suspicions was right.
