Work through the causes in order of likelihood
An agapanthus that produces plenty of healthy leaves and no flower stems is not diseased and is rarely short of anything. It is being managed in a way that tells it to grow rather than to reproduce. The causes are few, well understood, and almost always fixable, but the fix is measured in seasons rather than weeks, because flower buds for one summer are set during the preceding growing season.
Work through the list below in order. Root room is by far the commonest cause, followed by feeding, then light, then disturbance, then the plant simply being too young. Do not attempt several fixes at once, because when it eventually flowers you will not know which one mattered.

Crowding is not cruelty
The instinct to relieve a pot bound plant is strong and, with agapanthus, wrong. A clump whose roots have filled every crevice of its container, are circling the base and pushing out of the drainage holes, is in the state that produces the heaviest flowering. Growers who show this plant deliberately keep it in the same pot for five, eight or ten years, top dressing rather than repotting, and their reward is a dense forest of stems.
If you have already potted the plant on into something generous, you have two options. You can knock it out, trim back the outer roots and return it to a smaller container, which is a setback of a season but sets the clock running toward flowering. Or you can leave it and wait for the roots to fill the larger volume on their own, which will happen eventually but may take three or four years. Neither is wrong; the second simply takes longer.
In open ground the equivalent of a tight pot is an established, undivided clump. Do not divide a border planting because it looks congested. Divide it only when the center of the clump has visibly died out and flowering has genuinely declined over several years, which typically means every five to eight years and often longer.
Feed for flowers, not for foliage
The second commonest cause is a well intentioned feeding regime. A high nitrogen fertilizer, a general purpose plant food, a mulch of rich manure or a position at the edge of a fed lawn will all push agapanthus into leaf. The plant is perfectly capable of building a huge fountain of foliage while producing nothing at all above it.
The corrective is a high potash liquid feed, the type sold for tomatoes, applied every two weeks from the start of spring growth until the buds show color, and nothing else for the rest of the year. If the plant is in the ground and has been growing in enriched soil, stop mulching with anything rich, and scratch a high potash granular feed into the surface in early spring instead.
Expect the change to take effect the season after next rather than immediately. Flower buds are initiated during the previous growing season, so a plant switched to potash in one spring is really being set up for the summer after that.
Sun, and how much of it
Agapanthus needs full sun. Six hours of direct sunlight a day is the working minimum and more is better. In part shade it does not die, it simply produces long leaning leaves and either no stems or a handful of thin ones that flop. This is the easiest cause to correct, because a container plant can simply be moved and the response comes the following season.
Judge the site by watching it, not by memory. Stand where the plant is at mid morning, midday and mid afternoon on a clear day and note whether the sun is actually on the crown. A position that was sunny when you planted may have been shaded since by a hedge that has grown, a neighboring shrub or a new fence.
- Confirm the plant is old enough Seed raised agapanthus takes three to five years to reach flowering size and small divisions take two to three. If the clump has fewer than a dozen leaves it is probably simply immature, and nothing you do will speed that up much beyond keeping it in sun and undisturbed.
- Knock the plant out and look at the roots Slide a container plant out and inspect. If you can see loose compost and the root ball falls apart, the pot is too big. If it comes out as a solid mass of root holding its shape, root room is not your problem and you should look at feed and light instead.
- Correct one thing and record it Change the pot size, or the feed, or the position, but not all three. Write down what you changed and the date. When flowers appear two seasons later you will know which change did the work, and you can apply the same fix to your other plants.
- Leave it strictly alone for two full seasons No repotting, no dividing, no moving in and out of the border, no rich mulch. Every disturbance to the roots costs a flowering season. The hardest part of fixing a shy agapanthus is doing nothing for long enough.
- Protect emerging growth from late frost In spring a sharp late frost can damage the developing bud inside the crown and cost you the whole season with no other symptom than browned leaf tips. Throw row cover over the crown, or move a container against a wall, when a late frost is forecast.
What to record so next year is not guesswork
Note the date the first flower stem breaks through, the total number of stems, and the year the clump was last disturbed. Add the pot size and the feed used. Over three seasons these notes turn a vague impression that the plant is doing better or worse into a clear picture, and they tell you when a decline is real rather than just a cool early summer.
The most useful single figure is stems per clump per year. A number that climbs steadily means the clump is building toward its peak and should be left alone. A number that has fallen for three consecutive years on an old, hollow centered clump is the genuine signal to divide, and it is the only signal worth acting on.
