Most problems are the site, not a pest
Ostrich fern is close to trouble-free when it is planted where it wants to be. Before reaching for a spray or a fungicide, check the three site conditions, because they explain the great majority of failing beds: is the bed genuinely shaded through the middle of the day, is the soil damp at a depth of four inches (10 cm), and is the crown sitting at the right level rather than buried or exposed.
The commonest single fault is too much sun. Fronds in full sun bleach to pale yellow-green, then crisp brown along the edges and tips, and the crown shrinks each year until it disappears. This looks like a disease and is not one. The second commonest is drought, which produces fronds that collapse flat in a heatwave and never stand up again that season.
The third is a buried crown. Mulch piled over the crown tips, or soil washed down onto them, keeps the buds permanently wet and they rot. If a crown produces fewer coils each spring and the ones it does produce are soft or blackened at the base, scrape the mulch back and check where the crown tip actually sits.

The few pests that matter
Slugs and snails are the main pest, and the damage that costs you most is done at emergence. A coil grazed off at soil level in early spring is simply gone, and with it a share of that crown's food supply for the year. A damp shaded bed under a thick leaf mulch is close to ideal slug habitat, so the risk is built into the site.
The practical answer is to check the bed at dusk through the emergence window and remove what you find, and to pull the mulch back a couple of inches (5 cm) from around each crown as the coils start to lift, which removes the daytime shelter right where it matters. Put the mulch back once the fronds are up and past the vulnerable stage.
Beyond slugs, expect very little. Occasional caterpillars chew notches out of unfurled fronds and are worth picking off by hand if numerous, but a mature frond that loses a few leaflets is not a problem worth spraying for. Deer and rabbits will browse young fronds where they have access, and the only reliable answer there is a fence.
Do not use slug pellets or any pesticide on a bed you are going to eat coils from. Handpicking at dusk, clearing daytime shelter and a barrier around the bed handle the problem without putting anything on the crop.
Rot, and why it is nearly always drainage
Ostrich fern tolerates ground that floods in spring, which misleads people into thinking it will take permanently waterlogged soil. It will not. Flowing floodwater over dormant crowns is one thing; stagnant water standing around active crowns through summer is another, and it rots them.
The sign is a crown that produces fewer coils each year, with the coils it does produce soft or discolored at the base, in a bed that never seems to dry out. Lift a suspect crown in autumn and cut it across. Healthy tissue is firm and pale; rotted tissue is soft, dark and often hollow. A crown that is more than half gone should be thrown away rather than replanted.
The fix is structural. Raise the bed four to six inches (10 to 15 cm), work grit through the lower soil, and make sure water has somewhere to go rather than collecting in the bed. Do this in autumn while the plants are dormant, lifting the healthy crowns, rebuilding the bed and replanting them at the correct level.
The self-inflicted problem: over-picking
The most common cause of a declining fiddlehead bed is not a pest at all. It is picking too many coils. Take more than about a third from a crown and it goes into summer without enough foliage to rebuild its reserves, and the shortfall shows up as fewer and thinner coils the following spring. Do it two years running and the crown may not recover.
This is a hard problem to spot precisely because the feedback comes a year late. The bed looks perfectly healthy in the summer after a heavy picking, with a modest second flush of fronds standing green. The decline only becomes obvious the next spring, by which point another season has been committed.
The remedy is simple and requires patience: pick nothing at all from an over-picked bed for one full season, keep the bed watered and mulched, and let every frond run. Most beds recover fully in one rested year and are back to normal picking the year after. If a rested bed still comes up thin, the crowns are overcrowded rather than exhausted, and the bed needs dividing in autumn.
Keep a note each spring of the coil count per crown and how many you took. It takes a minute and it is the only way to distinguish a bed that is being picked too hard from a bed with a site problem, because the two look identical from above.
