Why lobelia needs pinching more than most bedding
Left entirely alone, a lobelia clump puts most of its energy into extending the stems it already has. In a trailing type that produces long thin strands with flowers only towards the ends and a bald patch in the middle of the basket. In a compact type it gives you an open, loose mound with visible gaps rather than a solid dome of color. Neither is a failure of the plant; it is simply what happens when nothing interrupts the leading shoots.
Pinching removes the growing tip of a stem, which stops the hormone signal that suppresses the buds further down. Two or more side shoots break below the cut within a week or so, and each of those will flower. The arithmetic is straightforward: every pinch roughly doubles the number of flowering stems on that branch, at the cost of about ten days of growing time. Do it early enough and the delay disappears entirely before flowering starts.
Because you transplanted lobelia in clumps of five to eight seedlings, you are pinching a multi-stemmed plant to begin with, and the effect compounds. A clump of six stems pinched once has around twelve, pinched twice has around twenty-four, and twenty-four stems is what fills a basket edge properly.
The early pinch, while the plant is still in its pot
The first pinch happens before the plant ever goes outside. When the clump is about two inches (5 cm) tall and growing away in its cell or small pot, take the top half inch (12 mm) off every stem with your fingernails or small scissors, cutting just above a leaf. On something this small it is easier and faster to shear the whole clump level with scissors than to pinch stems individually, and the result is the same.
Do this three to four weeks before you plan to plant out. That gives the side shoots time to break and extend, so what you carry out to the basket is already a small, dense cushion rather than a few stems with a flat top. A plant pinched at planting time instead sits looking chopped for a fortnight during the very weeks you want it filling out.
Some growers pinch twice, once at two inches (5 cm) and again two to three weeks later when the side shoots are an inch (2.5 cm) long. That produces the tightest plants and is worth doing for baskets, where density at the rim is everything. For a border edging, where the plants will knit together anyway, a single pinch is enough.

The mid-season shear is a different job from pinching
Pinching is a light touch on young growth. The mid-season shear is deliberate and hard: half the plant off in one pass, browned center and green tips together. It is the standard response when a lobelia has stopped flowering and gone patchy brown in a hot dry spell, and it also works simply as a reset on a plant that has grown long and thin without any heat stress.
Cut with scissors or one-handed shears, working evenly across the whole mound or curtain rather than picking out individual stems. Follow it immediately with a heavy soak and a half strength liquid feed. New shoots break within five days and the plant is dense and budded again inside ten days to a fortnight, which is fast enough that it is almost always the right call in the second half of summer.
Do not shear when the plant is already dry. Cut a lobelia sitting in dry compost and it simply sits there, because there is no moisture available to drive the regrowth. Water heavily first, or water at the same time, and keep it damp through the whole recovery period. This is the single most common reason a shear back fails to produce anything.
Note the date of each pinch and shear against how the plant looked three weeks later. Timing is the whole skill here, and one season of your own dates in your own conditions is worth more than any general rule about when to cut.
What not to cut, and when to stop
Do not cut into the woody-looking, leafless base of an old plant hoping for regrowth from there. Lobelia regenerates readily from any stem that still carries leaves, and poorly or not at all from bare tissue at the crown. When you shear, always leave at least an inch or two (2.5 to 5 cm) of leafy stem below the cut on every branch. Shearing right down to the compost gives you a dead plant rather than a fresh one.
Stop shearing about six weeks before your first expected frost. After that there is not enough warmth and daylight left for the plant to rebuild and flower again, so you spend the end of the season looking at a stubble instead of the flowers you would otherwise have had. A light tidy of over-long strands is fine at any time; a hard cut is not.
If a plant has been repeatedly dried out and is thin and woody at the base with a few strands of live growth, a shear will not save it. Lobelia is cheap and quick to raise from seed, and a plant in that state will never look good again. Take it out and use the space rather than nursing it for the rest of the season.
