Thin the stems in spring and you have already won
A settled clump of border phlox pushes up far more shoots than it can support. A three-year-old plant will send up fifteen or twenty, and if you leave them all you get a thicket of pencil-thin stems, each carrying a small, sparse head, packed so tightly that no air moves through the middle. That still, humid pocket of air in the center of the clump is exactly the condition powdery mildew wants.
So thin them. When the shoots are four to six inches (10-15 cm) tall in spring and you can see which are strong, pull or snap out the weakest until five or six of the stoutest remain, spaced evenly around the crown. Take them right down at the base rather than cutting halfway, so no stub is left to resprout. It feels brutal the first time. It is the single most useful thing you do to a phlox all year.
The plant redirects everything it would have spent on twenty thin stems into five thick ones. Those stems are stiffer and do not need staking, the flower heads are noticeably larger and denser, and there is a gap between the stems you can see daylight through. That gap is what dries the leaves after rain and after dew, and dry leaves do not get infected.
Do it every spring on every established clump. First-year plants have only two or three shoots anyway and need no thinning; start once a plant has been in the ground two seasons.

Do not compost the thinnings if the clump had mildew last year. The spores overwinter on plant debris around the crown, and returning that material to the bed as compost is how an infection carries from one season to the next.
Soil that never dries out in summer
Border phlox has a shallow, fibrous root system carrying a tall stem and a heavy head of flowers in the hottest part of the year. It cannot handle drought. A clump that dries out in midsummer drops its lower leaves, browns from the bottom up, and either aborts its buds or opens a stunted head that is over in a few days. Drought stress also makes mildew worse, not better, which surprises people who assume a dry plant is a safe plant.
Aim for soil that is never dry more than an inch (2.5 cm) down through the flowering season. In practice, in most gardens, that means a deep soak once or twice a week rather than a daily sprinkle. Push a finger into the soil at the edge of the clump; if it is dry to the second knuckle, water, and water enough to wet the top eight inches (20 cm).
Water at the base, never over the foliage, and preferably in the morning. Overhead watering in the evening leaves wet leaves overnight for hours, which is the ideal infection window. A can with the rose taken off, aimed at the soil, does the job.
Two inches (5 cm) of compost or bark mulch spread over the root area in spring holds that moisture in and keeps the shallow roots cool. Keep the mulch pulled back an inch or two from the stems themselves so the crown is not sitting in damp material.
Feeding, and the point at which it backfires
Phlox is a hungry plant by perennial standards. It carries a lot of leaf and a lot of flower, and on a poor soil it simply builds a smaller plant with a smaller head. An inch (2.5 cm) of garden compost worked around the crown in early spring, plus a single dressing of a balanced general fertilizer as the shoots reach six inches (15 cm), covers what it needs for the year.
What you should not do is push it with high-nitrogen feed. Soft, fast, nitrogen-driven growth produces exactly the thin-walled leaf tissue that mildew colonises most easily, and it makes stems that flop. If you are feeding a lawn nearby, keep the spreader away from the border.
A second light feed just as the flower buds form is worthwhile on light or sandy soils, where the spring dressing will have washed through by then. On a heavy loam with plenty of organic matter it is not needed.
If a clump is growing strongly but flowering poorly, the answer is almost never more fertilizer. Look instead at how many stems you left, how much sun it gets, and whether the clump is overdue for division.
Staking, deadheading and the end of the season
A properly thinned clump in full sun usually stands on its own. Clumps in part shade, on rich soil, or left unthinned lean outward after the first heavy rain of the flowering season. If you know a clump flops, put a ring support or three or four twiggy sticks over it in spring while the shoots are still short, and let the stems grow up through it. Trying to stake a collapsed clump in flower never looks right.
Deadhead as each head goes over. Cut the spent head back to the first pair of side buds below it, and on most plants those side shoots open a smaller second flush a few weeks later, extending the display considerably. Cutting to the ground instead gives you nothing.
There is a second reason to deadhead, and it matters more than the extra flowers: it stops seed being shed. Self-sown phlox seedlings do not resemble the parent, and left alone they will take over the clump. That is covered in detail on the propagation page.
In autumn, once the foliage has died back, cut the stems down to two or three inches (5-8 cm) and clear every leaf and stem fragment away from the crown. Do not leave the debris as a mulch. This is the one perennial where autumn tidiness genuinely pays, because the mildew spores overwinter in that litter.
Write down how many stems you left on each clump this spring and how the head size and mildew compared across the bed. After two seasons you will know exactly where the line sits in your own garden, and that is far more useful than any general number.
