Start by checking the compost, not the stems
Shriveled, limp stems are the symptom that brings people to this page, and on their own they tell you nothing, because too much water and too little water produce the same look. The compost decides the diagnosis. Push a finger in before you do anything else.
Dry compost with limp stems means the plant is thirsty. Wet compost with limp stems means the roots have rotted and cannot drink, and the plant is dying of thirst in a wet pot. Those two need opposite treatment, and watering a rotting plant because it looks dry is how most of them are finally killed.

Root rot: the one that actually kills them
Nearly every dead Rhipsalis died of wet compost, usually a combination of a pot that was too big, a mix that was too dense, and a cool room. The plant hides it well: the roots are gone weeks before the top gives any sign, and by the time the stems go soft you are working against the clock.
Act the same day you suspect it. Tip the plant out and look at the roots. Healthy ones are pale, firm and springy; rotted ones are brown or black, and the outer sheath slides off between your fingers leaving a thread. Cut away everything soft with clean scissors, back into firm pale tissue, even if that means losing most of the root system.
Repot what survives into fresh open bark mix in a pot no bigger than the remaining roots need, and leave it dry for four or five days. If almost nothing is left, take the healthiest stems as cuttings and start again; a handful of cuttings from a dying plant is far more likely to give you a plant next year than nursing a rootless one.
The prevention is dull and works: a pot only one size up, an open bark-based mix, a drain in the sink rather than a full saucer, and no watering while the compost is still damp in a cool room.
A sour smell from the compost is confirmation on its own. Healthy mix smells of bark and earth; rotting roots smell stagnant and sharp. Trust your nose and unpot immediately.
The two pests worth knowing
Mealybugs are the usual one. They appear as small white cottony blobs tucked into the joints and where the stems crowd against each other, and they hide in the crown at soil level where nobody looks. Growth stalls and a sticky film appears on the stems and the floor beneath. Dab every visible insect with a cotton swab dipped in rubbing alcohol, then spray the whole plant with insecticidal soap or a diluted horticultural oil, getting into every joint. Repeat weekly for a month, because the eggs hatch in waves and one treatment always misses them.
Spider mites arrive in dry heated air. The first sign is a dull, faintly speckled look to the stems rather than the webbing, which only shows up once the infestation is well established. Take the plant to the shower and rinse it hard, raise the humidity around it, and treat with insecticidal soap weekly for three or four weeks. Mites breed far more slowly in damp air, so fixing the conditions does half the work.
Scale insects turn up occasionally as small brown limpet-like bumps that do not brush off. Scrape them off with a fingernail or a swab of alcohol and treat as for mealybugs. Whatever the pest, isolate the plant from your others the day you find it and check the neighbors it has been hanging next to.
Cold, drafts and sudden segment drop
A plant that suddenly sheds a pile of segments has almost always had a shock rather than a disease. Cold is the usual culprit: a night by an open window, a spell on a porch that dipped near freezing, or a delivery that spent hours in a cold van. Frosted stems go translucent and then mushy within a day and cannot be saved, so cut back to firm tissue and keep the plant on the dry side while it recovers.
Dry drafts do slower damage that looks like drought. A plant hanging in the path of a heating vent or an air conditioner shrivels at the tips while the compost stays damp, and the answer is to move it, not to water it more.
Some segment drop is simply mechanical. Stems knocked in a doorway or brushed by passing chairs break at the joints, which is a good reason to hang the plant clear of traffic. Pick up whatever falls and lay it on damp compost; those pieces root readily and cost you nothing.
Keeping a record that pays off
Problems on this plant repeat annually because the conditions that cause them do. Write down the date you first saw mealybugs or mites, which window the plant was hanging in, and what you treated with. Do the same for any rot: the pot size, the mix, and the room it was in.
Two years of those notes turn guesswork into a routine. You will find that mites always appear a few weeks after the heating goes on, or that rot only ever happened in the one heavy pot, and you can act before the damage rather than after it. Note the successes too, because the corner where the plant grew a foot in a season is information you will otherwise forget.
