Germination is a heat problem, not a patience problem
Pepper seed responds to soil temperature far more sharply than most vegetables, and this is where more seedling batches are lost than anywhere else. At 80F (27C) in the compost, shishito seed comes up in seven to ten days and comes up evenly. At 70F (21C) it takes two to three weeks and comes up patchily. At 65F (18C) most of the tray simply sits there, and a fair share of the seed rots before it ever germinates.
A windowsill in early spring is usually around 60 to 65F (16 to 18C) at compost level even in a warm room, because the glass is cold and the tray is losing heat upward. That is why people conclude their seed was old when the seed was fine. Bottom heat, a propagator lid, or an airing cupboard for the germination stage alone changes the outcome completely.
Sow eight to ten weeks before your last frost, quarter of an inch (6 mm) deep in moist seed-starting mix, and cover the tray to hold humidity. Check daily and move the tray into strong light the moment the first loops of stem appear, because the seedlings will stretch within a day of emerging in the dark warmth that germinated them.

Keep the compost damp but not wet during germination. Peppers sit in that warm compost for over a week, and a tray kept sodden at 80F (27C) is ideal conditions for damping off.
The first month: light matters more than warmth now
The moment the seedlings are up, the requirement flips. What they needed was heat; what they need now is light, and a lot of it. A seedling grown warm and dim stretches into a long pale stem with wide gaps between the leaves, and that plant never becomes a good pepper. It flops, it needs staking from the start, and it crops late all season. There is no way to correct it later.
Give them the brightest position you have, or a grow light four to six inches (10 to 15 cm) above the leaves for fourteen to sixteen hours a day. Drop the daytime temperature to about 70F (21C) once they are up, keep nights above 60F (16C), and give them a little air movement, which thickens stems noticeably.
Transplant into individual pots when the first true leaves have opened, holding the seedling by a seed leaf and never by the stem, since a crushed stem is not recoverable. Bury them to the same depth they were growing at. Unlike tomatoes, peppers root poorly from a buried stem, so planting deep to fix legginess does not work here.

A gentle fan for a couple of hours a day, or brushing a hand across the tops once or twice daily, produces measurably shorter and thicker stems. It is the cheapest improvement available at this stage.
Watering and feeding young plants
Small pepper plants are killed by overwatering far more often than by underwatering. The roots are tiny, the compost holds more than they can use, and cold wet compost in a cool room is where damping off starts. Water when the surface has dried and the pot feels light, use tepid water rather than cold from the tap, and water in the morning so the surface dries before nightfall.
Feeding starts late and starts weak. Seed-starting mix carries them for about three or four weeks; after that give a quarter strength balanced liquid feed every ten days or so, moving to half strength once they are in their final pots. Pushing young peppers with strong feed produces soft dark growth that then wilts badly the first time it meets outdoor sun and wind.

Hardening off, which is not optional
A plant raised indoors has thin cuticles, soft tissue and leaves that have never met wind or unfiltered sun. Put straight outside it scorches white within a day and takes two or three weeks to recover, which on a crop this dependent on a long warm run is a serious loss. Two weeks of gradual exposure prevents all of it.
Start about two weeks before you intend to plant, and stop hardening off if a cold snap arrives rather than pushing through it. Nights below 50F (10C) undo the progress and can check the plant permanently.
- Days one to three: shade and shelter Two or three hours outdoors in full shade out of the wind, then back in. Even shade outdoors is brighter than the best indoor position, and this is the step people skip.
- Days four to seven: morning sun Four or five hours a day including some direct morning sun, still sheltered from wind. Watch for any bleached patches and drop back a step if you see them.
- Days eight to eleven: full days out Outside all day in full sun, brought in at night. Expect the pots to dry much faster now and check them at midday.
- Days twelve to fourteen: overnight Leave them out overnight, but only while night air stays above 55F (13C). If it is colder, hold at the previous step until the nights lift.
Do not feed during hardening off. You want the plant to firm up, and feeding at this point pushes exactly the soft growth that hardening off exists to prevent.
Judging a seedling ready to plant, and the notes to keep
The plant you want going into the ground is six to eight inches (15 to 20 cm) tall, at least as wide as it is tall, dark green with the leaf joints close together, with a stem thick enough that it does not sway when you tip the pot. It should have roots reaching the sides of the pot without circling tightly, and ideally no open flowers.
If a flower bud has already formed, pinch it out on planting day. A young plant that commits to filling a pod stops extending, and on a crop whose yield comes from the number of branch forks, that is a measurable loss over the season. The same applies to a bought plant already carrying a pod, however impressive it looks on the bench.
Record the sowing date, the compost temperature you held, and the dates of emergence and transplanting seedlings. Peppers repeat closely year to year, so last season's real germination time set against the heat you actually provided tells you more than any packet about what to change.
