Viburnum beetle: two waves from one insect
Leaves reduced to a brown lace of veins are the signature viburnum problem, and almost always the work of a single insect at two separate stages of its life. Gardeners often report it as two different pests because the damage arrives in two separate bursts months apart, and the culprits look nothing alike.
The first wave is the larvae. They hatch as the leaves expand in spring, a few weeks after bud break, and feed in groups on the undersides. They are small, soft and creamy-yellow with dark markings, and they eat the leaf tissue while leaving the veins, which is what produces the skeletonised lace effect. This wave does the most conspicuous damage and it happens fast, sometimes stripping a shrub in two or three weeks.
The larvae then drop into the soil, pupate, and come back as adults in late summer. The adults are small, dull grayish-brown beetles about a quarter of an inch (6 mm) long, and they chew irregular holes rather than skeletonising, so the second wave of damage looks ragged instead of lacy. This is the wave people miss, because by late summer nobody is inspecting a shrub closely and the damage is spread thinly over the whole plant.
The adults are also the wave that matters most for next year, because before they die they lay the eggs. That is the point in the cycle where you can act.

Where the eggs are and why winter is the moment
The female beetle cuts a short line of small cavities into the bark of the current season's shoots, usually within the last few inches of the tip, lays an egg in each and seals it with a cap of chewed wood. The result is a straight row of raised brown dots, often five to ten in a line, sometimes several rows on the same shoot. They are obvious once you know the pattern and easy to walk past if you do not.
Those eggs sit on the plant right through the dormant season. On deciduous types they are fully exposed on bare wood, which is exactly why winter pruning is the best control available: the entire next generation is sitting still, in one identifiable place, at a season when removing shoot tips does no harm to the flowering wood further down. On evergreen types the shoots are harder to see into, so work systematically along each branch rather than scanning the outside of the plant.
Cut below the lowest pit in each row and get the prunings off the property or onto a fire. Do not compost them: the eggs will hatch happily in a heap and the larvae will find their way back.
Record the week the larvae first appear each spring. First-appearance dates shift by two or three weeks between mild and cold years, and once you have two or three seasons written down you know when to start looking rather than checking too early or noticing too late.
What to do when the larvae are already eating
If you missed the winter egg check and the shrub is being skeletonised, act while the larvae are still small and grouped. They feed in colonies on the undersides of leaves, so a single infested shoot often carries dozens. Picking off and destroying the two or three worst-affected shoots removes a large part of the population in one go, and on a small shrub that is the whole treatment.
A strong jet of water aimed upward at the leaf undersides knocks larvae to the ground, where most fail to climb back. Repeat every few days for a fortnight while the wave is running. Squashing by hand works and is quicker than it sounds because the colonies are concentrated.
Accept that some damage is cosmetic rather than fatal. A mature viburnum stripped in spring will produce a second flush of leaves and be green again by midsummer, and the flowers, which open on old wood before the worst of the feeding, are usually untouched. Repeated total defoliation year after year does weaken a plant, which is the argument for the winter egg pruning, not for spraying an established shrub every spring.
The other pests and diseases
Scale insects turn up on stems and leaf undersides as small immobile brown or white bumps, most often on evergreen types in shelter and shade. They produce honeydew, which goes black with sooty mold, so a plant with sticky, sooty leaves and no aphids in sight almost always has scale. Scrub light infestations off the stems; heavy ones are best dealt with by cutting out the worst stems entirely during the plant's normal pruning window.
Aphids cluster on soft new shoots in spring and distort the growing tips. They are a nuisance rather than a threat and the population usually collapses once predators arrive. Whitefly is a specifically evergreen-viburnum problem, showing as tiny white insects that fly up when the plant is disturbed and dark sooty patches on the leaves below.
Leaf spot appears as dark blotches in wet seasons, usually on crowded plants with poor airflow, and thinning stems in the correct season does more than any spray. Powdery mildew shows as a gray film in dry summers on plants short of water at the root. The one serious disease is honey fungus, which kills whole plants: the signs are a sudden collapse, white fungal sheets under the bark at the base, and black bootlace strands in the soil. There is no treatment; remove the plant and roots and do not replant a susceptible shrub in the same spot.

Problems that are not pests
Two very common complaints have nothing to do with anything living. The first is a shrub that flowers well and sets no berries, which is a pollination problem rather than a health problem: many berrying viburnums need a second, genetically different plant of the same kind flowering nearby before fruit will set at all. One plant on its own, however healthy, will flower every year and fruit never.
The second is a healthy shrub that stops flowering. That is nearly always the shears. Because the flower buds form on the previous season's wood, regular trimming of the outside of the plant removes them before they ever open, and the shrub looks greener and denser every year while flowering less.
Brown, scorched evergreen foliage after a cold winter is a third non-disease. Evergreen viburnums lose leaves to cold wind rather than to cold itself, and the damage shows on the exposed side. Leave it until late spring, then cut back to live wood; the plant regrows quickly once it is warm, and pruning that damage away in winter only opens fresh wounds to more of the same weather.
