What triggers flowering
Flowering in Madagascar periwinkle runs on warmth and strong light, not on day length. Once night temperatures settle above about 60F (16C) and the plant has sun on it for most of the day, flowers appear at the stem tips and keep coming continuously until cold weather ends the season. There is no single flush and no gap in the middle of summer; this is a plant that does its best work in the weeks when many bedding plants sulk.
That also means the start is entirely weather-dependent. A plant put out in cool conditions will hold buds and refuse to open them until the heat arrives, and a cold snap in early summer can stop flowering for a week or two even on an established plant. Neither is a fault to correct, and neither responds to feeding.
The flowers are self-cleaning. Spent blooms drop off the plant by themselves, so there is no deadheading to do and no seed-set penalty to manage. If you are used to deadheading petunias to keep them going, resist the urge here; the only cutting worth doing is pinching for shape.
Reading a plant that will not flower
Look at the plant before you change anything. Growth that is dark green, soft and tall with wide spaces between leaf pairs points at too much nitrogen and too much water. Growth that is small, pale and static with yellowing lower leaves points at cold and wet roots. Growth that is thin and stretched with long bare stems and leaves angled towards one side points at not enough light. Those three look nothing alike once you know what to compare.
Timing matters as much as symptoms. A plant that has never flowered since planting is usually one that went out too early into cold soil and has not recovered; the fix is time and warmth, plus cutting the watering right back. A plant that flowered well and then stopped in midsummer is usually short of light because neighboring plants have grown up around it, or waterlogged after a wet spell.
Give any change two to three weeks before you judge it. This plant responds to better conditions steadily rather than instantly, and the usual mistake is to change three things at once and then change them all again a week later.

Pinching for a fuller display
The plant flowers at the tips of its stems, so more tips means more flowers. Pinching out the top two or three inches (5-8 cm) of each main stem when the plant is young, and again if it goes leggy at midsummer, doubles the number of flowering points and keeps the mound dense rather than open in the middle.
Do it in warm weather, not during a cool spell, and expect a pause of two to three weeks while the plant rebuilds. That is why a midsummer pinch is worth it and a late one is not: cutting back within six weeks of the first frost simply removes flowers you would otherwise have had.
Pinch with fingers or clean snips just above a leaf pair. Wash your hands afterwards, because the sap is an irritant and the whole plant is toxic if any part is eaten.
Color, weather and what to expect
Flower color deepens in strong sun and heat, and pale washed-out flowers usually mean a shaded or cool position rather than anything wrong with the plant. Rain does not damage the flowers much, but a long cool wet run slows the whole plant down and thins the display until the weather turns.
In a hot summer the plant reaches its peak in the hottest weeks, spreading into a solid mound of color when the rest of the border is struggling. That is the reason to grow it, and it is why sacrificing the hottest spot in the garden to something else is usually a mistake.
Keep a simple record of the date you saw the first open flower and the position each plant was in. Over two or three seasons this tells you which spots in your garden warm up first and which stay too cool for a good display, which is far more useful than any general advice about dates.
Ending the season
Flowering carries on right up to the first frost, which kills the plant outright. There is no autumn tidy-up that extends it and no dormancy to manage outdoors; when the cold arrives the display simply ends. Plants in pots can be brought into a bright frost-free room and kept barely moist, where they will hold on through winter and can be cut back and restarted in spring, but growth indoors is thin and few gardeners bother.
Note the date the frost took them alongside your planting-out date. That gives you the true length of your season, and it is the number that tells you whether waiting an extra fortnight in spring really costs you anything. In most gardens it does not, because the fortnight you lose at the start is repaid by faster growth and healthier plants.
