Most of the flowers on a panicle cannot set fruit
A mango panicle carries several hundred to a couple of thousand flowers, and they are of two kinds. Male flowers have stamens and no functional ovary. Perfect flowers have both, and only these can become fruit. Depending on the tree and the conditions, perfect flowers may make up anywhere from one to thirty per cent of the panicle, so the great majority of what looks like a spray of potential mangos never had the option.
This matters when you are judging whether pollination has gone well. A panicle that ends up carrying two or three fruit has succeeded. Counting flowers and expecting a proportional harvest leads people to diagnose a pollination failure where there was none. The realistic measure is fruit per panicle at marble size, not flowers.
The proportion of perfect flowers is itself influenced by conditions during bud development. Cool nights during initiation raise it; a stressed or very young tree lowers it. There is nothing to spray for this. It is decided weeks before the panicle opens.

Flies do the work, and they are attracted by smell
Mango is not a bee crop. The flowers are tiny, the nectar is shallow and the scent is faintly sour rather than sweet, and the principal pollinators across the world are flies, along with small beetles, thrips, ants and wasps. Honeybees visit, but they are minor players and a hive next to the tree is not the answer people expect it to be.
That changes what helps. Anything that suppresses flies during flowering suppresses pollination, and broad-spectrum insecticide applied to an open panicle to control hoppers is the classic own goal: it removes the pest and the pollinators together. If you must treat during flowering, treat late in the day when fly activity has dropped, and choose the most selective product available.
Conversely, a garden with a compost pile, some leaf litter and a general tolerance of insects pollinates better than a clean one. Some growers deliberately leave something faintly rank near a flowering tree to draw flies in. That is folk practice rather than science, but it is harmless and it reflects the right instinct: this crop is pollinated by scavengers.
Temperature and rain decide the outcome
Pollen germinates and the pollen tube grows within a fairly narrow band. Days around 77 to 90F (25-32C) with nights above about 59F (15C) give good fertilization. Below roughly 55F (13C) at night, tube growth slows so far that the ovule is no longer receptive by the time the pollen arrives, and the flowers drop having looked entirely healthy. This is why a cool snap during flowering costs a crop without leaving any visible damage.
Rain is worse and it is the dominant cause of failure wherever flowering coincides with wet weather. Water washes pollen off the stigma and off the insects, keeps flies grounded, and carries fungal spores down into the panicle, where they blacken the flower stalks and abort the whole spray. A single wet week during the two or three weeks a panicle is open can end the season's crop on that tree.
Humidity alone, without rain, is enough to cause trouble. Pollen clumps in saturated air and moves badly, and long dews keep the panicle wet into the morning when fly activity would otherwise be highest. Dry mornings during flowering are worth more than almost any intervention you can make.
There is one practical response, and it is only available on small or containerised trees: keep the panicles dry. A tree flowering in a bright porch, a greenhouse or under a temporary cover set clear of the canopy escapes both the pollen washing and the disease, and the difference in set is not subtle.

Do not spray anything on an open panicle unless you have no choice. Most of what reaches the flowers kills the flies you are relying on, and the fungicides that protect against wet-weather disease work best applied before the panicle opens.
Hand pollination, one tree, and thinning what sets
One mango tree on its own sets fruit perfectly well. The perfect flowers accept pollen from male flowers on the same tree and on the same panicle, so no partner is required and no pollinator variety needs to be planted. Where a second tree helps is marginal and comes mainly from a longer overlapping flowering window, not from any incompatibility.
Hand pollination is worth doing only on a small tree under cover, where insects are scarce. Work in the middle of the morning, brush a soft artist's brush across several open male flowers to load it with pollen, then dab it onto the stigmas of perfect flowers. Perfect flowers are recognizable under a hand lens by the small green swelling of the ovary at the base; the males have none. Repeat every second day while the panicle is open, since flowers open in sequence rather than all at once.
If pollination goes well, the next problem is too much fruit rather than too little. A young tree that sets ten fruit on one panicle will either drop most of them or snap the branch, and carrying a heavy crop guarantees a blank year afterwards. Thin to one or two fruit per panicle once they reach walnut size, keeping the largest and the best-placed, and spread the remaining fruit around the tree rather than leaving them clustered on one side.
When thinning, cut the stalk with snips rather than pulling. Pulling tears the stalk and releases the tree's sap, which burns skin on contact in the same way poison ivy does.
Note the dates your panicles open and close, and the weather across that window, alongside the number of fruit that reach marble size. After two or three seasons you will know whether your climate reliably gives you a dry flowering, and whether covering the tree is worth the effort.
