Bud drop is the number one complaint, and it is usually not a pest
The classic sequence is this: the shrub sets a heavy crop of fat buds, they swell for a week or two, then they yellow at the base and drop off unopened, sometimes twenty or thirty in a night. It looks like an infestation, and people go looking for something to spray. In the great majority of cases nothing is eating them.
The cause is a swing in the water supply while the buds are developing. The plant over-sets buds and abandons the surplus the moment the root zone dries out hard. A heavy soak followed by a fortnight of drought will do it; so will a container that dries out every other afternoon. The remedy is even moisture rather than more of it, which in practice means two to three inches (5 to 8 cm) of mulch spread over the root zone and kept off the trunk, plus one deep soak in a genuine dry spell instead of daily sprinkling.
Two other things cause the same symptom and are worth ruling out. Thrips feed inside the developing bud and leave it deformed and streaked; break a fallen bud open and look for tiny slivers moving on the inner surfaces. And a sudden cold snap or a hard transplant shock in the same season will also make a plant shed buds. If the fallen buds are clean inside and the soil has been swinging wet to dry, it is water.
Do not confuse bud drop with normal flower behavior. Every open flower lasts one day and then collapses and falls. Spent flowers on the ground are the plant working correctly; unopened buds on the ground are not.
The insects that actually turn up
Rose of Sharon is not a disease-prone shrub, and the pest list is short and dominated by things that feed on the soft current-season growth. Because it flowers on that same growth, damage to shoot tips costs you flowers directly, which is why early checking pays.
Work through the table by what you can actually see. Sticky leaves and a black film almost always mean sap-suckers above; ragged holes in the flowers themselves usually mean beetles.

Sap-suckers and the black film they leave
Aphids are the most reliable annual visitor. They arrive as soon as the shoots start extending in early summer, which is also the point at which the plant is building the growth that will carry flowers, so a heavy colony costs you bloom as well as looking unpleasant. Look at the undersides of the newest leaves and the crook where the leaf stalk meets the shoot.
What most people notice first is not the insects but the honeydew: a sticky varnish on the leaves, on the paving underneath, and on any car or furniture parked below. Within a week or two a black sooty mold colonises that sugar and turns the whole area grubby. The mold is not a disease of the plant; it lives on the honeydew, and it disappears on its own once the source stops.
Start with water. A firm jet aimed up into the shoot tips knocks aphids off, and they do not climb back. Repeat every three days for a fortnight and most infestations collapse, especially once predators find them. Insecticidal soap is the next step, applied to the undersides of the leaves in the evening. Avoid blanket spraying with anything broad-spectrum while the shrub is in flower: it is heavily worked by bees and is worth far more as forage than the aphids are worth as a problem.
Japanese beetles, and how to handle them without making it worse
Where they occur, Japanese beetles find this shrub reliably, and they arrive in midsummer exactly when it comes into flower. They chew the petals into rags and reduce the leaves to lace between the veins, and because they aggregate on damage the first few beetles attract many more.
- Go out in the early morning Beetles are cold, slow and clumsy at first light. Hold a bucket of soapy water under the branch and tap or brush them in; they drop rather than fly at that hour. Ten minutes a day through the flight period genuinely keeps the numbers down.
- Take off the worst-damaged flowers as you go Chewed and fermenting flowers are what recruits more beetles to the shrub. Removing them each morning while you collect the beetles breaks that signal and makes the following days quieter.
- Do not hang a pheromone trap in the garden Lure traps work extremely well at attracting beetles and poorly at containing them. Hung anywhere near the shrub, they draw far more beetles into the garden than they catch. If a neighbor has one, expect a worse year.
- Accept the last few weeks of damage The flight period is finite, and the shrub keeps producing new flowers on new growth right through it. A plant that looks ragged in high summer will be carrying clean flowers again a few weeks later. Repeated heavy spraying costs you pollinators for a problem that ends on its own.
The problem that is not a pest at all: seedlings everywhere
The most persistent nuisance this shrub causes is not an insect. It seeds itself around with real enthusiasm. Behind every one of those one-day flowers a green capsule forms, dries brown, splits along five seams and scatters dozens of viable seeds. They germinate readily in bare soil, in gravel, in the crowns of perennials and in the gaps in paving, and a single unattended shrub can put hundreds of seedlings into the surrounding border.
Young seedlings pull out easily in their first season. Left for a year they develop a stubborn tap root, and after two years you are digging rather than weeding. If a shrub has already seeded around, work through the border with a hand fork in spring while the seedlings are small and the ground is soft, and check the same spots again in early autumn.
Prevention is one job done once a year: shear the outer growth of the whole shrub while the capsules are still green and closed, taking the pods off before any of them split. Note in your records how many weeks after first bloom the earliest capsules start browning in your garden, and shear a week before that. This single date, written down once, saves more work than everything else on this page combined.
